Gurgaon Apartments Mandate Removal of Private EV Chargers from Basements: What This Means for Fire Safety

Well, it has now been reported that societies are ordering owners to remove their EV chargers from the basements. From now on, EV owners will be forced to use the commercial chargers installed in the societies.

Gurgaon Apartments Mandate Removal of Private EV Chargers from Basements: What This Means for Fire Safety

The growing adoption of electric vehicles in India is raising serious fire safety concerns — and the latest developments out of Gurgaon should have every high-rise resident paying attention.

The Situation

As originally reported by CarToq, residential societies in Gurgaon are no longer simply suggesting that EV owners reconsider their basement charging setups. They're now mandating the removal of all private EV chargers from basement parking areas — and giving residents just seven days to comply.

The catalyst? The Haryana Fire Department has refused to renew Fire NOC (No Objection Certificates) for buildings that allow EV charging in their basements. Without a valid Fire NOC, an entire building and all its residents are left in a precarious — and legally non-compliant — position.

What Happened at DLF The Ultima

The issue came to widespread attention when a resident of DLF The Ultima, a premium residential society in Sector 81, Gurugram, shared an official notice from both the fire department and the RWA (Residents Welfare Association) on social media. The notice left no room for ambiguity: all privately installed EV charging points in basement parking areas must be removed.

This isn't a precautionary request. It's a mandatory directive backed by the authority of the Haryana Fire Department, DTCP, and local regulatory bodies.

Why Basements Are the Problem

Here's the detail that should concern every resident of a high-rise building: the Fire Department has classified EV charging as equivalent to fuel dispensing — putting it in the same risk category as petrol, diesel, and CNG.

When you think about it, this classification makes sense. Lithium-ion batteries, when they malfunction, can undergo thermal runaway — an uncontrollable chain reaction that produces extreme heat, toxic gases, and flames that are extraordinarily difficult to extinguish with conventional methods. Now imagine that scenario in an enclosed basement with limited ventilation, restricted escape routes, and hundreds of residents living in the floors directly above.

The risks are staggering:

  • Toxic fume accumulation in enclosed spaces
  • Rapid fire spread with limited ventilation to disperse heat
  • Difficult evacuation scenarios in underground parking structures
  • Conventional fire suppression limitations against lithium-ion battery fires

What This Means Going Forward

EV owners in these societies will now be required to use commercially installed chargers approved by the society and relevant safety authorities. While this may be inconvenient, the alternative — risking the safety of an entire building — simply isn't acceptable.

Be Prepared, Not Scared

At FireFibers, we believe the transition to electric vehicles is inevitable and largely positive. But it must be accompanied by proper safety infrastructure and preparedness. Lithium-ion battery fires behave differently than conventional fires, and they require specialized suppression solutions.

That's exactly why we developed our lithium-ion fire blankets — purpose-built to contain and suppress thermal runaway events in their critical early stages. Whether you're a society management team, a commercial EV charging station operator, or an individual EV owner, having the right fire safety equipment on hand isn't optional. It's essential.

The situation in Gurgaon is a wake-up call. Regulations are tightening, and for good reason. Don't wait for a mandate — or worse, an incident — to take lithium-ion fire safety seriously.
